David B. Ross, MD, PhD, MBI

David B. Ross, MD, PhD, MBI, is a strategic and transformational leader whose tenure as director of the Department of Veterans Affairs’ National Viral Hepatitis Program led to a paradigm shift in hepatitis treatment and a healthier veteran population. His work in spearheading VA’s hepatitis C elimination program from 2006 to the present day represents a landmark achievement in public health.  

Prior to Dr. Ross’ involvement in the hepatitis program, the VA system was challenged by the high costs of direct-acting antiviral agents, complex treatment protocols and substantial barriers to access for vulnerable veteran populations. Dr. Ross’ strategic vision and relentless dedication prompted an evolution in the VA’s approach to hepatitis C screening and treatment.  

Central to Dr. Ross’ strategy was a comprehensive approach to identifying patients with hepatitis C virus, developing and delivering veteran-focused treatment programs and testing for sustained virologic response. Dr. Ross changed VA policy to require reflex HCV RNA testing for all HCV antibody positive blood samples across the VA health care system and deployed an integrated care model that recognized the high prevalence of co-morbidities such as substance use disorder and mental health conditions among veterans with hepatitis C. This model combined specialized hepatitis C treatment with comprehensive primary care, mental health services and substance use disorder treatment.  

To achieve his goals, Dr. Ross fostered a vibrant nationwide community of hepatitis C care providers, including physicians, nurses, pharmacists and care coordinators. His approach to multidisciplinary collaboration also set the standard for national and international hepatitis C programs, influencing the proposed U.S. elimination strategy. 

Under Dr. Ross’ leadership, the VA hepatitis C program achieved the remarkable feat of identifying and initiating treatment for over 90% of veterans with hepatitis C attending VA health care facilities nationwide. Over 135,000 veterans have received lifesaving, curative treatment, which significantly reduced morbidity, mortality and the long-term burden on the health care system.  

Following in the footsteps of D.A. Henderson, MD, MPH, for whom this award was named, Dr. Ross’ visionary leadership has brought the VA to the brink of hepatitis C eradication. His work embodies the highest ideals of infectious disease leadership and public health impact. 

Dr. Ross’ leadership and innovative strategies have extended far beyond hepatitis C at the VA, providing a blueprint for a federal hepatitis C elimination program as well as the HCV elimination programs in Louisiana and Washington. His work showcases the power of integrated care, strategic policy interventions and effective resource allocation in tackling complex public health challenges.
